We have found that the waves in Cancun, where the hotels are in front of the waves-the waves tend to be too dangerous for body or boogie board surfing. They mostly have red flags posted along the long strip in front of the hotels. If you travel further south to Playa del Carmen, the waves are moderate to mild.
