How was Bihar formed?

On December 12, 1911, the British Emperor visiting Delhi announced the creation of ‘Bihar and Orissa’ as a separate province with Patna as the capital city. On 22 March 1912, through The Bengal, Bihar and Orissa and Assam Laws Act, 1912, Bihar was carved out as a separate province in the British Indian Empire.
