Why Berlin is a bad city?

Berlin has the worst education system in the country, the second-highest level of unemployment and its crime rate is among the highest in the Bundesrepublik. It’s also the only major capital city in Europe that’s a drain on its country’s economy, according to a study by the Cologne Institute for Economic Research.
