Both cities are good to visit. In terms of cost of living, barcelona is more expensive than madrid. Both cities are quite different. Madrid is at best a spanish city while barcelona is more european.

Barcelona has the sea, and a much better climate, is also a more beautifull city, with several places from which you can admire the whole city and the sea, it has a broader cultural heritage than Madrid, being a lot older, Barcelona is much more cosmopolitan than Madrid, and i find it has a “cooler” style.
