As of today all parts of the station are accessible by lift, with the exception of one platform on the District and Circle Line. over a year ago. The new Victoria underground station( currently under construction )will have lift.

Are there stairs at Victoria tube station?

Access to the Circle & District lines, and into and out of Victoria tube station, is via stairs. You don’t say exactly where near Victoria you are staying, but perhaps consider taking the tube to Sloane Square, which you can exit without using stairs (assuming you’re fine with escalators), and then a cab from there.
