Is Cambodia richer than Laos?

Cambodia overall is slightly wealthier. Last time in Laos I was surprised at how many bamboo houses were being converted into concrete ones even in more remote villages. And all those hill tribe women on the bus have mobile phones. Lao has a higher per capita income than Cambodia.
