Is Florida or Texas hotter?

Texas in general has hotter summers, because part of the state is relative dry, and lower humidity allows temperatures to soar. Florida in general has higher humidity, because it is surrounded by water. Higher humidity raises the heat index, and can make one feel more uncomfortable.
