Since 2011, Bulgaria’s non-membership of the ERM has been the primary factor that prevented their euro membership, as Bulgaria met the other criteria for euro adoption. In July 2011, Dyankov stated that the government would not adopt the euro as long as the European sovereign-debt crisis was ongoing.
